Masad Boussouss, the senior advisor to the US President for Arab, African, and Middle Eastern affairs, has arrived in Algiers for his third visit within a 14-month period. The trip occurs shortly after Algeria severed diplomatic ties with the United Arab Emirates and against a backdrop of escalating tensions in the African Sahel region. Upon arrival, Boussouss held meetings with high-ranking Algerian officials, including President Abdelmadjid Tebboune and executives from national hydrocarbon companies.
Strategic Dialogue and Regional Security
In statements following his arrival, Boussouss described Algeria as a crucial partner for the United States in enhancing regional security, expanding economic opportunities, and fostering prosperity for both nations. He noted that discussions with President Tebboune were a continuation of previous dialogues concerning shared regional priorities and bilateral relations. Notably, the issue of Western Sahara was absent from public statements by either party during this visit. This omission contrasts with Boussouss’s comments during a prior trip, where he suggested that US recognition of Moroccan sovereignty over Western Sahara was not “absolute,” indicating a degree of diplomatic flexibility compared to Washington’s December 2020 announcement supporting Morocco’s autonomy plan.
Sahel Stability and Energy Cooperation
The visit underscores Washington’s strategic interest in the Sahel, viewing Algiers as essential to addressing security vacuums and containing armed groups and transnational criminal networks. Analysts suggest that Algeria’s recent success in stabilizing relations with Sahelian states, including Mali and Niger, has prompted the US to deepen intelligence and security coordination with Algiers. This shift comes amid competition in the region involving Russia, Turkey, France, and other powers.
A significant focus of the talks was energy cooperation. Boussouss met with Sonatrach CEO Noureddine Daoudi to discuss joint priorities, aiming to prepare for an upcoming US-Algeria Energy Forum scheduled for October 2026 and a bilateral business forum later that year. These initiatives seek to integrate major US firms into Algeria’s traditional and renewable energy sectors, leveraging the country’s status as Africa’s largest natural gas exporter and a key supplier to Europe via Mediterranean pipelines.
Diplomatic Context
The timing of the visit has drawn speculation regarding its connection to Algeria’s decision to cut diplomatic ties with the UAE three days prior. However, Algerian political analyst Abderrahmane Saïdi dismissed direct links between the two events, stating that while the US respects Algeria’s sovereign decisions, there is no evidence that the UAE rift was a central agenda item. Instead, the visit reflects the vitality of US-Algerian relations across diverse fields, emphasizing institutionalized high-level contact and respect for Algeria’s independent foreign policy balance with major global actors.
