Morocco: MINURSO Non-Renewal Marks Final Sahara File Closure

31 October، 2026

Rejection of Security Council Resolutions

Morocco declared on Friday evening that the United Nations Security Council’s failure to renew the mandate of the UN Mission for the Referendum in Western Sahara (MINURSO) constitutes a “significant development” and a decisive step toward the final closure of the regional file. This assessment was issued by the Royal Court following a closed session dedicated to voting on two draft resolutions concerning the territory.

The Security Council failed to adopt either proposal. The United States had submitted a draft resolution aimed at extending MINURSO’s mandate for one year until October 31, 2027, while simultaneously proposing a name change for the mission. Russia exercised its veto power against this American initiative. Concurrently, the Council rejected a Russian draft resolution that sought to extend the mission’s mandate for another year without altering its official title.

Royal Court Statement on Mission Termination

In an official statement, the Royal Court emphasized that the non-renewal of MINURSO’s mission clearly indicates that the presence of the UN body in the southern provinces must conclude in the coming days. The court described the situation as closing a page that lasted for 35 years, stating that this era is now permanently shut. It characterized the mission as a relic of a bygone context, arguing that it had long served as a tool for internationalizing the dispute regarding Morocco’s legitimate recovery of its Saharan territories.

The statement further asserted that the decision not to extend the mission should mark the end of referring this file to the Security Council, effectively removing the issue from the council’s agenda. Morocco expressed satisfaction with this development, reaffirming its firm commitment to maintaining the ceasefire while respecting the integrity, unity, national security, and peace of mind of its citizens.

Historical Context and Voting Records

This event follows a significant shift in diplomatic dynamics observed on October 31, 2025, when the Security Council voted in favor of an American resolution supporting Morocco’s autonomy initiative for the disputed Western Sahara region, alongside the approval of the mission’s extension. At that time, 11 countries voted in favor of the resolution. Russia, China, and Pakistan abstained, while Algeria did not participate in the vote due to objections regarding the resolution’s wording.

The roots of the conflict trace back to 2007, when Morocco proposed a plan for extensive autonomy for the Western Sahara under its sovereignty. In contrast, the Polisario Front advocates for a referendum on self-determination, a stance supported by Algeria. The current diplomatic impasse reflects the deepening divide between these competing visions for the region’s future status.
